Culture and tone from the top is important

External whistleblowing should only become necessary if there are not clear channels for reporting problems and making sure the problems are addressed.

Ultimately, the opportunity to whistleblow needs to be available in order to maintain confidence in the industry. But businesses need to make sure the way they operate means that it doesn't become necessary.
